आज का युग कम्प्यूटर और इंटरनेट की बढ़ती हुई उपयोगिता का युग है । जिसने हमको तकनीकी क्षेत्र  में बहुत आगे पहुंचा दिया है। आज हमारी रोज मर्रा के काम इस इन्टरनेट और मोबाइल के बिना आधे-अधूरे से लगते हैं। इस तकनीक क्षेत्र में  हमारी प्रगति के कारण हमारे जीवन को बदलने के लिये काफी मौके दे रहा है। जैसे की  इन्टरनेट बैंकिंग, के माध्यम से पैसों की निकासी जैसे कई कार्य कम्प्यूटर और इन्टरनेट के उपयोग ने तकनीकी क्षेत्र में हमें बहुत आगे पहुंचा दिया है लेकिन ये तकनीक अपने साथ कई ऐसे खतरे लायी है जिनके बारे में आपको पता होना चाहिये। 

साइबर अपराध एक ऐसा खतरा है जो बीते कुछ वर्षो में तेजी से बढ़ा है और इसने दुनिया भर में इन्टरनेट इस्तेमाल करने वाले लाखों लोगों को अपनी चपेट में ले लिया है। हैकर्स और स्पमर्श इन साइवर अटैक से किसी भी व्यक्ति की पर्सनल जानकारी से लेकर किसी व्यापारिक संस्थान को कही भी सिर्फ बैठे-बैठे निशाना बना सकते हैं। इस तरह के साइबर हमलों से एक ही पल में कोई व्यक्ति और संस्थान बर्बाद किये जा सकते हैं। अपने आप को इन साइबर हमलों से बचाने के लिये आप को इनके बारे में जानकारी रखना बहुत ही आवश्यक है कि आखिर साइबर हमला क्या होते है और इनसे बचने के लिये किन सावधानियों की आवश्यकता है।

 साइबर अपराध क्या है ?

 'साइबर अपराध एक गैर कानूनी कार्य है जिसको करने के लिये कम्प्यूटर, मोबाइल और इन्टरनेट की मदद ली जाती है।इस तरह के साइबर अपराध से किसी भी व्यक्ति राष्ट्र की अर्थव्यवस्था को खतरा हो सकता है। साइबर अपराध में विभिन्न प्रकार के कार्यों को शामिल किया जाता है। जिनमें identity fraud, data theft, viruses  attack, online fraud, child promography इत्यादि हैं।

इन अपराधों को करने वाले अपराधियों को साइबर अपराधी कहा जाता है। ये कम्प्यूटर का उपयोग करके किसी व्यक्ति की व्यक्तिगत जानकारी किसी भी व्यापारिक संस्थान की व्यक्तिगत जानकारी और किसी भी राष्ट्र की खुफिया जानकारी को चुरा लेते हैं या उसको access करने की कोशिश करते हैं। हालांकि एक आम व्यक्ति भी जाने-अनजाने में इन्टरनेट पर साइबर अपराध कर सकता है। 

यदि आप साइबर अपराध से सुरक्षित रहना चाहते है तो आप को ऐसे गैरकानूनी कार्यों को बड़ी सर्तकता से बचना होगा। हालांकि आज के समय में हर देश के पास अपने साइबर कानून हैं। और इन हमलो से बचने के लिये वो अपनी साइबर सुरक्षा टीम की भी मदद लेते हैं। 

साइबर अपराध के कुछ महत्वपूर्ण उदाहरण : →

 [1] साइबर अपराधी किसी व्यक्ति की सोशल मीडिया से पर्सनल डेटा को चुरा लेते है और उसकी fake id बनाकरके उसका गलत तरीकों से इस्तेमाल करते हैं।

 [2] इन्टरनेट के माध्यम से पैसा को ट्रांस्फर करना साइबर अपराध का एक बढ़िया उदाहरण है जिसमें किसी व्यक्ति की बैकिंग जानकारी को साइबर अपराधी इकट्ठा करते है और फिर उसी जानकारी के माध्यम से उसका बैंक अकाउन्ट को खाली कर देते हैं।

[3.] Malicious software adware, spyware, compute Virus etc] को develop करना या उसे distribute करना भी cybercrime के अंतर्गत आता है।

 [4] बिना किसी व्यक्ति और संस्थान की इज्जाजत के बिना उसके द्वारा बनाये गये content को इस्तेमाल करना भी एक प्रकार का साइबर अपराध माना जाता है।

 [5] सोशल मीडिया पर किसी व्यक्ति या संस्थान के ऊपर दुष्प्रचार करना या । उस संस्थान और व्यक्ति की छवि को धूमिल करना भी एक प्रकार का साइबर अपराध माना जाता है। और ऐसा करने वाला व्यक्ति साइबर अपराधी कहलाता है।

 [6.] गैर कानूनी समान जैसे बन्दुक, हाथियार, तलावार या नशीले पदार्थों का सोशल मीडिया पर प्रचार करना या खरीदना और बेचना भी एक तरह का साइबर अपराध की श्रेणी में आता है।

 [7] बच्चों की अश्लील फोटो और चलचित्रों को बनाना और उनका व्यापार करना भी साइबर अपराध की श्रेणी में आता है।

 साइबर अपराध की श्रेणियां : → साइबर अपराध की मुख्य रूप से तीन श्रेणियों में बांटा जाता है। 

[1] किसी व्यक्ति के खिलाफ अपराध

 [2] किसी संस्थान के खिलाफ अपराध 

[3] सामाजिक अपराध 

किसी व्यक्ति के खिलाफ अपराध: → इस तरह के किसी व्यक्ति या उनकी सम्पत्ति के खिलाफ किये अपराध जाते हैं इनके अन्तर्गत आने वाले मुख्य अपराध निम्नलिखित हैं-

किसी व्यक्ति के पर्सनल डाटा के साथ छेडछाड़:

 जब कोई व्यक्ति किसी कम्प्यूटर सिस्टम, नेटवर्क या किसी दूसरे व्यक्ति के पर्सनल डाटा के साथ छेड़छाड़ करता है तो उसे अनाधिकृत पहुँच कहा जाता है, इस प्रकार की डेटा चोरी अक्सर व्यक्तिगत लाभ के लिये दूसरे व्यक्ति का डाटा प्राप्त करने या उसे नुकसान पहुंचाने के इरादे से किया जाता है।

 आनलाइन धोखाधडी : → यह धोखाधडी करने का सबसे आसान तरीका होता है जिसमे कम्प्यूटर और इन्टरनेट को एक हथियार के रूप में इस्तेमाल किया जाता है इस प्रकार की आनलाइन धोखाधडी करने के हजारो तरीके हैं और इनमें लगातार बढोत्तरी हो रही है। इस तरह की धोखाधडी करने का कारण आप की व्यक्तिगत जानकारी की चोरी करना और उससे लाभ अर्जित करना है। 

Cybers Stalking: साइबर स्टाकिंग वह प्रक्रिया है जिसमें किसी व्यक्ति द्वारा इन्टरनेट के माध्यम से किसी व्यक्ति को बार-बार उत्पीड़न करना साइबर स्टाकिंग की श्रेणी में आता है। इसके अन्तर्गत साइबर अपराधी द्वारा victim को follow करना उसको बार-बार अश्लील या धमकी भरे mail भेजना उसको सोशल मीडिया पर धमकी देना शामिल है।

 Hacking : : → इसका अर्थ है, किसी कम्प्यूटर में मौजूद जानकारी को डिलीट या change करना देना | Hacking आज के समय साइबर अपराध की सबसे आम बात है । ये Hacking अलग - अलग रूप में हो सकती है। जिसमें viruse attack से लेकर Password hacking तक सब शामिल है।

 प्लास्टिक कार्ड धोखाधडी : एक दिन में आप कई बार - इन्टरनेट के माध्यम से अपने पैसों को कई बार

कई जगहों पर पेमेंट करते हैं लेकिन जानबूझकर या अनजाने में इन्टरनेट पर अपने Credit card या debit Card की जानकारी को इन्टरनेट प्लेटफार्म पर साझा कर देते है जिससे आप एक समस्या में फस सकते है। यदि आप electronic transaction को सुरक्षित नहीं करते हो तो आपकी की card details को हैकर्स द्वारा चुराया जा सकता है।

 Spoofing :- यह ऐसा तरीका है जिसमें हैकर्स द्वारा किसी अनजान लिंक का मेल आप को किया जाता है. जोकि आप को किसी सस्ते दामों पर कुछ लाभ जैसे कि किसी महंगी वस्तु को कम दामों में खरीदने का लालच देना शामिल होता है। Spoofing का प्रयोग कम्प्यूटर तक access प्राप्त करने और infected links के द्वारा वायरस फैलाने के लिये किया जाता है।

 पहचान को चुराना : → जब Scammers आपकी व्यक्तिगत और व्यवसायिक जानकारी को चुरा कर उसका उपयोग करे तो उसको identity theft की श्रेणी में रखा जाता है। इस प्रकार के खतरों की संभावना तब होती है जब आप अपनी व्यक्तिगत जानकारी को सोशल मीडिया प्लेटफार्म पर साझा करते हैं।

 [2] किसी व्यवसायिक संस्था के खिलाफ अपराध: → आज के युग में सभी व्यवसायिक संस्थान अपनी आनलाइन growth को लेकर अधिक focus होती है। ऐसे में इनको भी साइबर अपराध से निपटने के लिये अपनी संस्थान में डाटा एक्सपर्टस की टीम रखते हैं। कुछ मुख्य साइबर अपराध जो संस्थाओं के विरुद्ध किये जाते हैं उनके उदाहरण निम्नवत है-

(a) डाटा का उल्लंघन : यह एक ऐसा साइबर हमला जिसमें किसी व्यापार की खुफिया और संवेदनशील जानकारी हैकर्स द्वारा चुरा करके उसकी जानकारी को किसी दूसरे व्यापारिक संस्थान को बेच दिया जाये तो उससे जुड़े उपभोक्ताओं को विभिन्न तरीकों से नुकसान उठाना पड़ सकता है।

 [b] साइबर आतंकवाद : इस तरह के अपराध किसी देश की सरकार, military installation | Power plants, banks, telecommumication network इत्यादि के खिलाफ किये जाते है। ये एक आम हैकिंग या साइबर अटैक से ज्यादा खतरनाक होता है। 'इस तरह के साइबर हमले घरेलू और अन्तर्राष्ट्रीय स्तर पर भी किये जाते हैं।

 [C] बेयरज वितरण: किसी संस्थान की copyright Properties का duplicate version बनाकर उसे बेचना या उसका प्रसार करना वेयराज वितरण के अन्तर्गत आता है। ये warez material एक commercial Software  pirated version हो सकता है।

 [d.] Denial of service [Dos ] Attack: जब किसी संस्थान या कम्पनी के कम्प्यूटर सिस्टम में इतनी request या traffic send किया जाता है जिसे वह कम्प्यूटर और कम्पनी की डाटा सुरक्षा टीम उसको सुरक्षित करने में नाकाम हो जाती है और कम्पनी का Server Crash हो जाता है। Resources के crash हो जाने से authorized user उस service को acces नही कर पाती है। जिससे उस कम्पनी की सभी डाटा फाइल पर उस Hakers Control कर लेता है और वह उनका acces करने  के लिये मोटी रकम की मांग करता है। इससे उस कम्पनी को बड़ा नुकसान उठाना पड़ता है।

[3] समाज के खिलाफ किये गये साइबर अपराध: "ऐसे साइबर अपराध जो समाज के विरुद्ध किये जाते है। ऐसे अपराधों को निम्न श्रेणियों में बांटा जा सकता है। 

[a] बच्चों के अश्लील विडियो बनाने का व्यापार : → बच्चों का यौन शोषण बहुत ही गम्भीर समाजिक मुद्दा है। जिससे बचाव के लिये सरकार द्वारा बहुत ही कठोर कानून बनाये गये हैं। Child pronographic material of Computer Internet के इस्तेमाल से उसको अपलोड करना उसका प्रचार करना या उसको बाटना भी child pronographie के अन्तर्गत आता है। आज दुनियाभर में बच्चों का यौन शोषण करने और उनका दुरप्रयोग करने के लिये Internet का उपयोग बढ़ता जा रहा है।

 [b] online जुआ : किसी भी तरह की सट्टेबाजी या betting जिसे Internet के साथ कम्प्यूटर या मोबाइल के प्रयोग से खेला जाये उसको online जुआ की श्रेणी में रखा जाता है। आज के समय में इस प्रकार के आनलाइन जुआ का बढ़ावा या प्रचलन काफी हो चुका है। इस प्रकार के आनलाइन जुआ के विरुद्ध कानूनी कार्यवाही के लिये एक अच्छा कानून बनाने की आवश्यकता है। आज के समय में online gambling का  व्यापार बहुत अधिक बढ़ गया है। जिससे समाज की  दशा और दिशा  को खतरा पैदा हो रहा है।

 [C] गैर कानूनी समानों की बिक्री : इन्टरनेट की दुनिया बहुत बडी दुनिया है जो एक राष्ट्र में बैठे हुये व्यक्ति को दुनिया के किसी भी जगह उसकी बात से लेकर व्यापार तक पहुंच को आसान बनाती है। इसके माध्यम से कोई भी व्यक्ति किसी भी गैरकानूनी वस्तु का व्यापार कर सकता है। इस तरह के Crime को emails के द्वारा भी किया जाता है जिसमें आप को ऐसे -वस्तुओं दिखाई जाती हैं जिन्हें कोई मान्यता प्राप्त नहीं है।

 धोखाधडी के खिलाफ अपराध:→ लोगों के साथ धोखाधडी करने के internet से Fraudsters, document, stamps Legal certificate contract Currency note  नकली कॉपी Counterfit copy] बना लेते है। इसके अलावा किसी अन्य व्यक्ति की पहचान भी धोखाधडी की श्रेणी में आता है।

 (e) Spamming:- आज के दौर में किसी वस्तु जैसे कि एक फोन जिसकी किमत दस हजार रुपये है तो Scammers आपके पास भी कभी ऐसे message या mails आते होगे जिसमें bumper offers और नई-नई तरह की Schemes दी जाती होगी। जैसे कि दस हज़ार का फोन मात्र 600 रुपये में 100 रुपये लगाओ और दस हजार जीतो जैसे आफर के मैसेज । 

     ये कुछ ऐसे उदाहरण है जोकि साइबर अटैक के खतरे पैदा करते है। इसके अलावा Cyberspace में कई दूसरे प्रकार के crime भी मौजूद होते हैं जिनके बारे में शायद अधिकतर लोगों को कोई जानकारी नही होती है। 

साइबर अपराध के प्रकार :→ 'साइबर अपराध उन्हें कहा 'जाता है जो कि इन्टरनेट के इस्तेमाल के द्वारा अंजाम दिये जाते हैं। इस अपराध को करने का उद्देश्य होता है कि किसी व्यक्ति, कम्पनी, देश' की महत्वपूर्ण जानकारी को चुरा कर धन को अर्जित करना। साइबर अपराधियो के types और उनकी technique को समझने से आप उनसे बच सकते हैं। साइबर अपराधियों के common types में include हैं -

Hackers और crackers: कम्प्यूटर और नेटवर्क की सुरक्षा को तोड़ने के लिये प्रतिवद्ध प्रत्येक कार्य hacking 'है। इस तरह के कार्य करने के लिये hackers एक कम्प्यूटर प्रोग्राम को develop करके targeted System पर attack करते है। crackers किसी भी कम्प्यूटर सिस्टम में मौजूद data को पूरा करके उसमें हेरफेर करके वे सिस्टम को damage करने के लिये viruses और worms को भी insert भी करते हैं। 

Phishers : आप को कभी मैसेज या call के माध्यम से यह सूचना आती है कि आप का बैंक अकाउन्ट को block कर दिया गया है क्योंकि आप के अकाउन्ट की डेटेल्स और आप के द्वारा दिये गये जानकारी से मैच नही हो रही है और हम आप को एक मैसेज भेज रहे हैं जिसमें एक link दिया गया है और आप उस  link पर click करके अपनी जानकारी को सही करें फिर आप का अकाउन्ट पुनः चालू कर दिया जायेगा। ये इन Phishers की technique होती है जिसमें वे आपको यह यकीन दिला देते हैं कि यह करना बहुत जरूरी है। 

साइबर खतरों से सुरक्षित रहने के उपाये : →

 साइबर खतरों से बचने के लिये कुछ महत्वपूर्ण जानकारियाँ हैं जोकि निम्नलिखित हैं। 

[1] साइबर खतरों के बचाव के लिये आप को आनलाइन सुरक्षा के कुछ कदम सबसे महत्वपूर्ण है कि आप साइबर अपराध कैसे हो सकता है इसकी जानकारी होना बहुत है ही आवश्यक है।

 [2] जब भी आप email और massanger पर Chatt करते हैं तो आप किसी अन्जान लिंक पर कभी भी click न करें।

[3] किसी भी website पर serch करते समय आप के पास अश्लील वेबसाइट का लिंक खुल जाता है तो आप ऐसी परिस्थिति में उस पर click न करें।

 4यदि आप Online shopping के शौकीन हैं तो आप को अपने पेमेन्ट की डिटेल्स को उस वेबसाइट की जाँच पड़ताल करने के बाद ही अपने पेमेन्ट की जानकारी की डिटेल्स को भरें।

 [[5] जब भी आप आनलाइन पेमेन्ट करे तो उस website का URL जरूर चेक करें कि उसकी सुरुआत "https:." की के बजाये कही "http"// से तो नही हुई है। ये कुछ ऐसी जानकारियाँ हैं जिनको आप ने अच्छी तरह से समझ लिया तो आप काफी हद तक इस प्रकार की समस्या से बच सकते हैं।

 [6] अपने कम्प्यूटर सिस्टम और मोबाइल पर हमेशा एक Antivirus program का उपयोग करे और अपने मोबाइल फोन और कम्प्यूटर सिस्टम को समय- समय पर Update करते रहना चाहिये। जिससे hackers को आप के सिस्टम पर access करने में रोक लगायी जा सकती है। इस प्रकार आप अपनी information को काफी हद तक सुरक्षित कर सकते हैं।

 [7] किसी आनलाइन स्कीम जिसमें यह कहा जाये कि आप ने इतने लाख का इनाम जीता है ऐसे लिंक पर कभी भी click न करें। ये hackers. द्वारा भेजे गये Spam massage होते जो कि आप के System की information को के लिये target करते हैं। 

 [8] short password याद रखना बहुत आसान होता है. जैसे कि आप ने अपने नाम जन्मतिथि या अपना फोन नम्बर का इस्तेमाल आप यदि Password के रूप में करते हैं जोकि hackers को बहुत ही आसान हो जाता है इस तहर के Password में access करने के लिये। इस लिये हमेशा strong Password आपकी account को secure रखने में मदद करते हैं। 

[9] अपनी पर्सनल information को सोशल मीडिया  पर post करने से बचे। जैसे अपनी बैंक कार्ड की जानकारी पैन कार्ड डिटेल्स आदि .

 साइबर अपराध की शिकायत कैसे करें  ? 

इन्टरनेट का इस्तेमाल जैसे-जैसे बढ़ता जा रहा है।. उसी तरह तेजी से इन्टरनेट के माध्यम से ठगी की घटनायें भी बढ़ती जा रही है। इन घटनाओं की शिकायत हम कहाँ करें यह हमको पता नही होता है जिसके कारण हम अपने साथ हुई इस ठगी को एक हादसा समझ कर शान्त बैठ जाते है और कुछ समय बाद हम यह सब भूलने का प्रयास करने लगते हैं। इसलिये आप को पता होना चाहिये कि साइबर अपराध के खिलाफ हम अपनी शिकायत कहाँ दर्ज करवाये कि हमको न्याय मिल सके। साइबर अपराध की शिकायत आप भारत सरकार के Cyber crime portal में जाकर online माध्यम से कर सकते हैं। इसके अलावा देश के बड़े शहरों में cyber cell का आफिस भी मौजूद होता है ये cyber cell online और ऑफलाइन दोनों तरीको से दर्ज करायी गयी शिकायतों का निपटारा करता है।
